Shea Houlihan

Shea Houlihan is an Advisor with the Behavioural Economics Team of the Australian Government (BETA) in the Department of the Prime Minister & Cabinet. He works in applied statistics and experimental design. Shea is a Marshall Scholar who earned a DPhil in Social Intervention at the University of Oxford, where he meta-analysed RCT evidence of behavioural economic interventions in public health. Originally from El Paso, Texas, he trained in Economics at Georgetown’s School of Foreign Service and worked in policy in Washington, DC and London. Shea’s latest work involves integrating machine learning techniques into the analysis of public administrative datasets – to investigate and moderate systemic behavioural biases.
